Funding: <br />Total Allocation: $137,881 <br />PROACT Contribution: $13,788 <br />Administrative Fee (9.0 %): $12,409 <br />Funds Retained by City: $111,684 <br />City: Cypress <br />The City of Cypress proposes to use the 2009 Justice Assistance Grant funding as <br />follows: <br />Proiect Obiectives (Must be linked to meaningful and measurable outcomes consistent with <br />the goals of the Recovery Act; refer to solicitation) <br />With the current state of the economy, police staff has reorganized personnel assignments <br />to better provide for essential police services and to reduce the use of overtime hours. As a <br />result, the police department Personnel and Training Unit, who handles hiring, training, <br />and related administrative duties, has had its staffing reduced by 33 %. The police <br />department has a history of on -going employment opportunities for various non -sworn <br />and sworn positions, placing a huge demand on the unit to continually process applicants <br />for vacant positions, while at the same time meeting training obligations. The police <br />department also has several non -sworn positions and a police management position that <br />are reassigned due to budgetary constraints. When these positions need to be filled, the <br />start -up process for recruitment, testing, selection and processing will be significantly <br />delayed without proper staffing in the Personnel and Training Unit and will hinder training <br />obligations. The lack of support in background investigations and hiring process mandates <br />will result in vacant positions remaining unfilled for extended periods and essential police <br />services suffering. <br />Goal: <br />To hire a 960 -hour, non - benefited employee to serve in the Personnel and Training Unit, <br />specifically assigned to handle new -hire background investigations, internal affairs <br />investigations and other administrative duties as assigned. This would be a new position <br />for the police department and one that has not previously been funded - no supplanting. <br />Activities: (Which can be started and completed expeditiously, and in a manner that <br />maximizes job creation and economic benefits) <br />With the addition of a 960 -hour, non - benefited employee, the police department will be <br />able to add staff to the Personnel and Training Unit, that will work on new -hire background <br />investigations, internal affairs investigations and administrative duties. This 960 -hour <br />employee can be an experienced, unemployed police officer laid off as a result of another <br />2009- F1801 -CA -SB Page 15 of 61 <br />
