Funding: <br />Total Allocation: $197,946 <br />PROACT Contribution: $19,795 <br />Administrative Fee (9 %): $17,815 <br />Funds Retained by City: $160,336 <br />Irvine City: <br />The City of Irvine, Police Department proposes to use the 2009 Justice Assistance <br />Grant funding as follows: <br />Project Obiectives (Must be linked to meaningful and measurable outcomes consistent with <br />the goals of the Recovery Act; refer to solicitation) <br />The Irvine Police Department is proposing that we utilize 2009 JAG Recovery funds to <br />contract with CSP - Victim Assistance Programs to provide a part -time dedicated Family <br />Violence Victim Advocate. This advocate would report to Investigations supervisory <br />personnel and would be provided with work space in Public Safety. The objective of this <br />program would be to improve our overall service to victims. A dedicated victim advocate <br />would enable us to be more responsive to victim needs and personalize service as <br />necessary. <br />Community Service Programs (CSP), Inc. - Victim Assistance Programs is a non - profit <br />organization, designated by the Board of Supervisors as the victim service provider for <br />Orange County. Victim Assistance Programs is contracted to provide services to the Orange <br />County District Attorney's Office. In addition, every Orange County law enforcement agency <br />contracts with Victim Assistance Programs to provide counseling and support to victims of <br />sexual assault. <br />Currently, Victim Assistance Programs has subcontracts with Huntington Beach Police <br />Department and the Orange County Sheriff s Department to provide dedicated Family <br />Violence Victim Advocates. These advocates work out of these respective police <br />departments headquarters buildings. Victim Assistance Programs also assigns two <br />advocates to the Anaheim Family Justice Center, where they collaborate with police <br />officers, deputy district attorneys and other stakeholders. <br />In order to provide services which are appropriate to the needs of crime victims, all CSP <br />Victim Advocates are required to have a Bachelor's Degree or extensive related experience. <br />The State of California requires each Victim Advocate to complete the training listed below <br />as specified in Penal Code 13835.10: <br />Entry Level Victim Advocate Training (40 hours) within one year of employment <br />Advanced Level Victim Advocate Training (40 hours) within three years of <br />employment <br />2009- F1801 -CA -SB Page 28 of 61 <br />
