City: La Palma <br />The City of La Palma proposes to use the 2009 justice Assistance Grant funding as <br />follows: <br />Project Objectives (Must be linked to meaningful and measurable outcomes consistent with <br />the goals of the Recovery Act; refer to solicitation) <br />The objective of this grant is for the La Palma Police Department to create a part -time <br />position, titled Police Service Aide (PSA). The scope of work would include performing a <br />variety of general officer, field and clerical support duties for the police department. This <br />position would support police department personnel in property control, counter, and <br />telephone assistance, specializing in the nature of the work provided by the police <br />department. <br />Goal: <br />The goal in creating this new part -time position would be to provide assistance to the <br />everyday duties within the police department. The PSA position would relieve the burden <br />from police officers, dispatchers and records clerk as they perform their daily duties. The <br />PSA would help in making the police department more effective, as well as completing <br />tasks not required of sworn uniform personnel. <br />This would be creating a new position within the police department, resulting in <br />stimulating economy, though small in degree, meaningful to the person selected to fill this <br />position. This position would be in compliance with section 1602 of the Recovery Act, <br />maximizing our job creation resulting in an economic benefit within our community. <br />Activities: (which can be started and completed expeditiously, and in a manner that <br />maximizes job creation and economic benefits) <br />With the amount of the grant, we will hire one part -time person to be assigned to the <br />Operations Division. This will be a Police Service Aide position, responsible for daily duties <br />including but limited to, the following: to perform general officer duties in support of the <br />police department; represent the department to callers and visitors in a professional and <br />effective manner; assist the public in filling out forms, answering questions and assist the <br />public by supplying information on department policies and procedures; establish and <br />maintain records and control of department property and evidence; transporting vehicles <br />for service; and, conduct a variety of miscellaneous duties, such as delivery or pick up of -- <br />documents and property throughout the county. <br />Quantifiable Performance Measures: (Established by the agency to assess whether grant <br />objectives are being met) <br />The objectives will be measured by the creation of the part -time position of Police Service <br />Aide. This position will work 20 hours per week, during normal business hours, assisting <br />2009- F1801 -CA -SB Page 32 of 61 <br />
