The system will also provide the avenue to publish public service <br />announcements related to crime trends and other safety- related issues. <br />Night Vision Rifle Scope: The cost of this equipment is $11,500.00. SWAT team is not <br />currently equipped with night vision capability for the sniper /recon team. The lack of night <br />vision capability increases the risk to both the officers and the public. This product will <br />enhance our and the public's safety. <br />EmeWencv Operations Center (EOC) Sound System: The cost of this equipment is <br />approximately $8,250.00. In its current configuration, the EOC does not have a sound system <br />for anyone addressing those working in the EOC during activation. It is difficult for those <br />needing to address the room in a manner that can be easily heard and understood. This <br />creates challenges for those trying to manage large -scale city emergencies. A sound system <br />will enhance communication within the EOC. The EOC is also used for training and Police <br />Department and community meetings. A sound system will significantly enhance its <br />usefulness for these other activities as well. <br />PROACT The department understands that its required allocation to PROACT is $12,504.00. <br />We would like to allocate the remaining $12,536.00 of our JAG funds to PROACT in addition to <br />the required $12,504.00, bringing our allocation to $25,040.00 for this worthwhile resource. <br />Goal: <br />With the exception of the additional PROACT allocation, the goal in all of these proposals is to <br />enhance our economic efficiency and public service through new and innovative technology - <br />related projects. These projects will improve the level of service provided by the department <br />either through a more efficient use of resources or by enhancing safety. Ourgoal is to always <br />provide the very best and most efficient law enforcement services to the citizens of Orange. <br />Activities: (which can be started and completed expeditiously, and in a manner that <br />maximizes job creation and economic benefits) <br />In all of the projects outlined above, we have already researched appropriate vendors and <br />equipment, decreasing the amount of time needed to begin the projects. Equipment items can <br />be acquired relatively quickly and activities such as video training, PSAs and digital evidence <br />storage can begin almost immediately after delivery. The EOC project will be put to use <br />shortly after the equipment is delivered and installed for various meetings and training <br />sessions with the public. The night vision equipment will be used in training once acquired <br />and as needed thereafter. <br />Quantifiable Performance Measures- (Established by the agency to assess whether grant <br />objectives are being met) <br />It is difficult to quantify the use of some of the products. The quantifiable measures for the <br />Digital Information Management System will be the volume of evidence stored and its <br />security. The EOC sound system can be measured in terms of the number of meetings, training <br />sessions and activations in which the system is used. The video production project can be <br />measured in two meaningful ways; the number of training classes and PSAs that are produced <br />and the number of hours of training that is completed without the need of adjusting employee <br />2009- F1801 -CA -SB Page 45 of 61 <br />
