2. By the end of the first quarter (12/31/09), the department will have trained or have <br />scheduled dates of training for the part -time Traffic Motor Officer positions. <br />3. Upon completion of hiring and training of these part -time officers, a schedule matrix <br />will be completed to enhance staffing levels in quarterly increments. <br />4. By the end of the first quarter (12/31/09), the department will have bids for the <br />acquisition of two (2) Honda ST1300PS police motorcycles and required emergency <br />equipment. <br />5. By the end of the first quarter (12/31/09), the department will have bids for the <br />purchase and installment of two (2) Motorola police radios. <br />6. To reduce the number of persons injured in traffic collisions. <br />7, To reduce the number of hit & run injury collisions. <br />8. To reduce the total number of traffic collisions. <br />Activities: (which can be started and completed expeditiously, and in a manner that <br />maximizes job creation and economic benefits) <br />Beginning in July / 2009 and with the new fiscal year, the department will have had three <br />(3) new part -time Traffic Motor Officer positions approved by City Council to enhance the <br />department's Traffic Safety Program. Immediately thereafter, the Personnel / Training <br />manager will implement a schedule to receive applications and process the applicants <br />expeditiously so that the positions can be filled before the end of the first quarter. <br />Potential bidders for the new equipment will be sought and a bid process completed as <br />soon as practical. Quotes will include expected delivery dates for the equipment and a <br />timeline will be created to show progress on an anticipated date for implementation of the <br />police motorcycles. <br />Upon completing the hiring process, newly appointed part -time motor officers will <br />complete in -house training and qualification for deployment. The two new assigned <br />motorcycles will be shared between the three officers during their respective shifts. <br />Part -time motor officers will be deployed to areas identified as having a higher collision <br />rate and conduct enforcement for violations that directly correlate to primary collision <br />factors. <br />Part -time motor officers will be deployed to local schools (elementary, junior and senior <br />highs) to conduct enforcement for school zone violations involving speeding, crosswalks, <br />right -of -way, and crossing guard violations. <br />Part -time motor officers will be deployed in conjunction with the radar trailer to work <br />enforcement concurrent with education activities. Locations would be determined based <br />on collisions in the general vicinity, identified areas by officers or citizens, and complaints <br />from the public. <br />2009- F1801 -CA -SB Page 47 of 61 <br />
