bk.2/22/10 <br />RESOLUTION NO. 2010-010 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA FOR THE EXTENSION OF ENTITLEMENTS <br />FOR CONDITIONAL USE PERMIT NO. 2006-12 AND <br />MINOR EXCEPTION NO. 2006-04 TO ALLOW THE <br />ESTABLISHMENT AND CONSTRUCTION OF A <br />COMMUNITY SERVICE FACILITY FOR THE YMCA OF <br />ORANGE COUNTY AT 2100 WEST ALTON AVENUE <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. In January 2008, the City Council approved Conditional Use Permit No. 2006- <br />12 and Minor Exception No. 200fi-04 to allow the establishment and <br />construction of a 32,000 square foot, two-story facility for the YMCA of <br />Orange County at 2100 West Alton Avenue. The conditional use permit <br />allowed a community service facility use in the Specific Development No. 4 <br />(SD-4) zoning district, also known as Armstrong Ranch, while the minor <br />exception allowed the YMCA to share parking with the Christ Our Savior <br />Cathedral Parish that will be located immediately east of the YMCA site. <br />B. Phase 1 of the project will consist of temporary office space, the speed soccer <br />arena and two swimming pools. Phase 2, with a construction date yet <br />identified, will include the 32,000 square foot, two-story building. <br />L. The project has been delayed according to the applicant due to the current <br />economic environment- <br />D. Pursuant to City of Santa Ana Municipal Code section 41-647, where <br />construction does not commence these types of entitlements expire after two <br />years unless the applicant applies for, and the City Council approves, an <br />extension. <br />E. In accordance with the California Environmental Quality Act, staff has <br />determined that this project is exempt from CEQA per Section 15061(b)(3), <br />because it has been determined that the proposed action will not cause a <br />significant effect on the environment. <br />Resolution No. 2010-010 <br />Page 1 of 3 <br />
