1 1. Comply tivith allor~vable expenses. To be allowable, costs must: a) be reasonable for the <br /> performance of the program; b) conform to any limitations or exclusions set forth in the <br /> program as to types or amount of cost items; c) be consistent with policies az~,d procedures <br /> that apply uniformly to both federally-financed and other activities of the organization; d) be <br /> determined in accordance with generally accep#ed accounting principles (GAAP); e} not be <br /> inchided as a cost or used to meet cost sharing or matching requirements of any other <br /> federally-financed program in either the current or a prior period; and, fl be adequately <br /> documented. <br /> I2. Submit in triplicate, a monthly Invoice on Ci#y of Santa Ana, Federal Empowerment Zone <br /> Program Subrecipient Request for Reimbursement, showing in detail the amount of money <br /> already expended. Accounting records must be supported by source documentation suck as <br /> cancelled checks, paid bills, payrolls, and attendance records. <br /> <br /> VII. PROGRAM DESIGN, ELEMENTS, AND ADDITIONAL OUTCOMES FOR THE FEZ- <br /> COMMUNITY EMPOWERMENT PROGRAM -New Corrrrnztteity Se~•vices <br /> A. Program Design: <br /> a. Provide Basic Education (beginning ESL classes) to FEZ residents during periods when <br /> Santa Ana College - School of Continuing Education (CEC} is on vacation; <br /> b. Provide developmentally-appropzxate childcare to FEZ residents while attending ESL <br /> class; <br /> c. Provide computez• lab access and assistance to FEZ residents; <br /> d. All services will be provided at The Cambodian Fanuly sites listed above. <br /> e. FEZ residency documentation will be maintaizzed on file for all FEZ residents served <br /> under this component. <br /> B.
