Noble Company, the lowest responsible bidder, in accordance with <br /> unit bid prices for the base bid plus add-on alternate one in the estimated amount of <br /> $1,912,110.84 for construction of Residential Street Repair Phase 11. <br /> 2. Authorize the City Manager and Clerk of the Council to execute the attached cooperative <br /> agreement with the City of Garden Grove, subject to nonsubstantive changes approved by the <br /> City Manager and City Attorney for the rehabilitation of pavement on Clinton Street from south <br /> of Morningside Avenue to Westminster Avenue. <br /> 3. Approve a Funding Analysis with a total estimated construction cost of $2,332,700. <br /> D{SCUSSION i <br /> Phase 11, which is the area bounded by First, Seventeenth, Newhope, and Flower Streets, is part <br /> of the City's comprehensive plan to rebuild residential streets throughout the City (Exhibit 1). <br /> Segments of local streets located in these neighborhoods have been identified as a high priority for <br /> rehabilitation in the City's pavement management system. The pavement is deteriorating due to <br /> weather, age, and heavy usage. Additionally, some of the adjacent curbs, gutters, sidewalks, and <br /> curb ramps are in various states of disrepair and require replacement. The contract provides for <br /> recycling existing asphalt paving with the cement treated base reconstruction process and <br /> replacing of damaged curbs, gutters, sidewalks, and curb ramps. Bid alternate one provides for re- <br /> establishing the survey monuments. Once completed, these improvements will enhance the ride <br /> quality and visual appearance of the streets. <br /> Clinton Street from south of Morningside Avenue to Westminster Avenue is included in this project, <br /> with portions in both Santa Ana and Garden Grove. It is recommended that the cities of Garden <br /> Grove and Santa Ana enter into an agreement to rehabilitate the street with the City of Santa Ana <br /> being the lead agency for the construction phase. The cities will share the cost of rehabilitating the <br /> street equally. <br /> 23D-1 <br /> <br />
