<br />Proposal Narrative <br />Please answer each question as concisely as possible <br /> <br />About the Program: <br /> <br />A. Executive Summary <br />The Cambodian Family is proposing a new program, called "Upward Mobility," that will <br />provide a variety of services to 16 Out-of-School youths, with the goal of finding them employment <br />or enrollment in an accredited educational/training program by the end of the program year. This <br />program will provide intensive services to participants, while leveraging our extensive experience <br />and current programs in the areas of youth services and employment services. Youths will <br />participate in a series of Upward Mobility workshops that will focus onjob interview skills, resume <br />writing, internet search, and financial literacy. Clients who need more help in basic skills will be <br />assigned to either our adult vocational ESL class, or our after school Youth Program. The Youth <br />Program offers, tutoring, mentoring, career exploration, community service tied to environmental <br />awareness, and other activities. Through our own resources, and those of collaborative partners in <br />our community, we expect to place at least 65% of these youths in employment or school, with a <br />good foundation for achieving self-sufficiency and a successful career. <br /> <br />1. The WIA population to be recruited and served <br />All clients recruited for this program will be eligible for services under WIAlY outh <br />Council regulations; i.e., all will be between the ages of 17 to 21, authorized to work in the <br />U.S., in compliance with the Selective Service Act, Santa Ana residents, and low income. <br /> <br />In addition, our participants will fall into one of the following categories: <br />1) High school dropouts ("Priority of Services" category) <br />2) High school graduates who are enrolled in college but are basic skills deficient <br />3) High school graduates who are not in enrolled in any school or career-training <br />program and are not employed full-time <br /> <br />2. The number of participants to be served. <br />We will recruit and serve 16 participants; 75% will enroll in the program before the end <br />of the second quarter. <br /> <br />3. How the Upward Mobility program fits in and/or differs from programs currently being <br />offered by The Cambodian Family. <br />This program fits in with our current programs in that it involves working with youths in <br />the areas of academics, leadership and career exploration. It also involves finding <br />employment opportunity for young people. <br />This program differs from our traditional focus on prevention strategies for at-risk <br />youths. We will now be concerned more with intervention strategies that help youths who <br />have failed to make progress toward self-sufficiency and pursuing career goals~ <br /> <br />4.
