ERF has also established business-oriented programs. "Green Workplace" advises
businesses on how to create a more environmentally friendly workplace and become more
efficient with resources. "Business Community Involvement" assists companies in
providing opportunities for employees to give back to their local communities and become
an integral part of their local business surroundings. "Zero Waste" business programs
demonstrate ways that businesses can save money through environment-friendly policies.
We believe ERF is at the cutting edge of what will be "green" employment opportunities in
Orange County in the future.

B. Main Purpose of Program
1. What the Upward Mobility program intends to accomplish and how it fits with WIA goals.
Our Upward Mobility program fits well with WIA's desire to "develop a unified training
system that will 'increase' the employment, retention, and earnings for adults and youth, and
as a result improve the quality of the workforce, reduce welfare dependency, enhance the
productivity and competitiveness of the nation." We find that welfare dependency and lack
of a sound work history occur frequently among youths from immigrant and refugee
families that lack the resources to provide a solid educational foundation for their children.
Our Upward Mobility program will help participants overcome barriers so that their work
careers can take an upward trajectory toward increasing work experience, skill acquisition,
greater responsibility, secure employment, and higher wages. We believe we can help
clients take a major step toward accomplishing these long-term goals within the program
year.
Our program is also consistent with the Santa Ana Youth Council mission to "provide a
comprehensive integrated system to enable youth, particularly those most in need, to acquire
the necessary skills to successfully transition into and compete in the labor force and to
further their education and training." We are ready to collaborate with other Santa Ana
stakeholders in contributing to the academic and workforce success of the youths in our
community.

2. The length of the program - the time a youth will need to be in this program to get the full
benefits of each component offered.
The program will last 12 months, not including the follow-up of clients for 12 months
after they exit the program. The length of time each youth will stay in the program will
vary. Those whose goal is immediate employment may complete the schedule of required
workshops within two weeks. They will participate in Youth Program and other agency
activities until they find a job. Those who seek emollment in a training program will stay
until their training starts. Those who need basic skills will stay until they show significant
improvement in basic skills.

3. How often the WIA participant will need to attend the program and how often specific
activities are offered (daily/weekly/monthly)
The frequency of attendance will depend on the program track of each participant.
Vocational ESL classes are held 5 days a week. Youth Program activities, including
tutoring, are held 4 afternoons per week plus Saturdays. Mentors work with their mentees at
least once per week. The series of four Upward Mobility workshops will be scheduled over
a two-week period.

5

EXHIBIT A
