A majority of our staff have received trainings in Stephen Covey's 7 Habits of <br />Highly Successful People, conducted by our former Executive Director, who is a certified <br />Covey facilitator. Our staff have taken classes in counseling and youth development in <br />order to increase their capacity for serving our clients. Our staff affiliated with Santa Ana <br />College benefit from staff development workshops held each year during the summer and <br />early winter that focus on teaching techniques and new technology. Educational and <br />workforce development newsletters and other periodicals provide new ideas for motivating <br />and teaching youths. <br />For staff in the Upward Mobility program, the agency will set aside additional time to <br />identify opportunities for conferences and other trainings that will ensure staff stay up-to- <br />date with state of the art thinking, techniques and technologies in their field. <br /> <br />4. List of the positions dedicated to this proposal, including a description of duties and time <br />allocation for each responsibility. <br />The Project Manager will be dedicated full-time (100%) to the Upward Mobility <br />Program. This staff person will be responsible for recruiting, enrolling, and case managing <br />all program participants. In addition, this staff person will utilize agency resources to <br />identify suitable employers. The Program Director (5%) will supervise the work of the <br />Project Manager. The Director will also work with the PM to identify the training activities <br />best suited to the client, present some client workshops, and assist in writing reports. The <br />Quality Control Specialist (2%) will adapt our current Employment Services database to fit <br />the needs of the Upward Mobility Program and assist in maintaining that database as <br />needed. Other agency personnel, including the Youth Program staff, Volunteer Coordinator, <br />and other Employment Services staff, will offer services in-kind and provide support for the <br />Upward Mobility Project Manager as needed. On the administrative side, the Finance <br />Manager (7%) will be in charge of handling, documenting, and reporting all financial <br />transactions, including the funds used to pay for participant incentives. The Secretary (5%) <br />will handle phone calls, greet clients, and perform clerical duties as needed. <br /> <br />C. Fiscal Capacity <br />1. The process used to capture and report fiscal data. <br />The Cambodian Family maintains a uniform system of internal controls and practices for <br />all financial and administrative staff to follow. Our written Policies and Procedures provide <br />our Federal and non-Federal funding sources assurances that our program funds will be <br />managed and expended in a manner consistent with laws, regulations, and contracts, and in <br />financially-sound, allowable, and reasonable ways. <br />Finances are centrally controlled by the Finance Manager (with collaboration of the <br />Executive Director), assisted by a Bookkeeper and, as needed, by the Secretary. <br />Transactions are authorized by appropriate persons. Our accounting system, its financial <br />and statistical records, and reports are accurate, thorough, completed in a timely manner, and <br />accessible; and all transactions are backed up by reliable data. <br />Monthly program invoices/reports are prepared by the Bookkeeper and approved by the <br />Finance Manager. General ledger (Maintained through QuickBooks) and bank <br />reconciliations are completed monthly and compared to the monthly program invoices, to <br />check for any discrepancies. Monthly invoices and payroll records are submitted to <br />appropriate funders - Quarterly financial reports to other funders.
