Revised
Mr. Kenny Nguyen
HZ Project No. 10- 1378 -01
February 26, 2010
Page 4
Revision of Alton Avenue Overcrossing Project — Biological Resources Update
Memorandum
The memorandum that was previously drafted related to biological resources will be
revised to include the preliminary delineation of jurisdictional waters and wetlands. The
following information will be provided in the memo: methods and criteria for both state
and federal jurisdiction; regulatory background; a general discussion of site conditions
(abiotic and biotic) focused to potential functions and values of waters and wetlands on
the site landscape; discussion of observed indicators of for hydrology, plants and soils;
discussions of atypical conditions and problem areas; conclusions regarding the location
and extent of state and federal jurisdiction (including special aquatic features such as
wetlands) in text and tabular format; basic guidance and recommendations for permitting
and mitigation options (as needed).
Representative photographs illustrating site conditions will be provided and a delineation
map showing the location of any jurisdictional areas. Field data from the site work will
be provided as an appendix. Work under this task also includes compilation and
checking of field data, conversion of data to tabular format, and research on any special
field or regulatory issues, for example, unusual conditions of hydrology, soils, or
vegetation, atypical situations, and problem areas.
This scope and cost assumes that incorporation of the jurisdictional delineation into the
biological resources memorandum will be sufficient and that a Natural Environment
Study will not be required.
It is assumed that Caltrans will review and comment on the Biological Memorandum
(including Jurisdictional Delineation) twice.
1.4 AIR QUALITY
Revise the Air Quality Report to incorporate the new traffic analysis scenario as
described above. It is assumed that the Air Quality Report and analyses will only
address the "with drop ramps" condition in the opening year and that this
approach will be acceptable to Caltrans.
COMPENSATION:
1.0 Estimated Fee:
1.1 Traffic: $ 11,500.00
1.2 Cultural Resources: $ 53,056.48
1.3 Preliminary Jurisdictional Waters Delineation: $ 14,733.50
1.4 Air Quality: $ 3,266.60
2.0 Total Estimated Budget:
2.1 Our total estimated budget for this change order is $82,556.58
