Revised <br />Mr. Kenny Nguyen <br />HZ Project No. 10- 1378 -01 <br />February 26, 2010 <br />Page 3 <br />For the proposed project, an ICF Jones & Stokes qualified architectural historian will <br />conduct a field survey of the proposed project area to record buildings, structures, and <br />historic features through photography and written descriptions. California Historic <br />Resource Inventory forms (series DPR 523) will be prepared for up to twenty (20) <br />resources as noted above. ICF Jones & Stokes will send out letters requesting <br />information on historic properties to local governments, historical societies, and historic <br />preservation organizations. The evaluation of properties within the APE will be reported <br />in the Historical Resource Evaluation Report (HRER), which will include a historic <br />context statement. In addition to the HRER, a Supplemental HPSR form (No Historic <br />Properties Affected) will be prepared. No archeological effort or reporting is assumed or <br />included in this scope of work. <br />This scope and cost assumes that: 1) the APE presented in the original HPSR for the <br />proposed project will not be modified; 2) no Native American consultation will be <br />required; and 3) Caltrans will concur with the properties that we have exempted from <br />further evaluation under the Section 106 Programmatic Agreement and will not require <br />that we address any of these resources in detail in the HRER. It is further assumed at this <br />time that no cultural resources will be impacted by the proposed project that are eligible <br />for listing on the National Register of Historic Places and that no additional cultural <br />resources work (i.e., preparation of a Finding of Effect, Memorandum of Agreement, <br />etc.,) will be required. Only those items specifically identified in this scope of work are <br />included. No other effort is assumed or implied. The assumptions included in our <br />original scope of work (other than those identified in this amendment) are not modified <br />by this scope and cost. <br />It is assumed that Caltrans will review and comment on the Supplemental HPSR <br />(including HRER and DPR forms) twice. <br />1.3 PRELIMINARY JURISDICTIONAL WATERS DELINEATION: <br />Field Work <br />A delineation of federally jurisdictional waters and wetlands, and state jurisdictional <br />streambeds, will be conducted by a qualified delineator. Federal jurisdiction will be <br />determined based on the 1987 manual and Arid West Supplement for this purpose from <br />the Corps of Engineers along with supporting information which may include soils <br />surveys, wetland plant lists, regulatory guidance letters from the Corps of Engineers, and <br />other clarifying documents. State jurisdiction will be determined based on a combination <br />of the federal jurisdiction determination, the California Fish and Game Code, current <br />guidelines on Streambed Alteration Agreements, and standard practice by Department of <br />Fish and Game personnel. <br />Mapping will be performed at a scale of 1 inch equals 200 feet (1:2400) or better, with a <br />minimum mapping unit of no more than 0.05 acres, and will reflect the delineated <br />boundaries of any jurisdictional waters and wetlands present. Photographs representative <br />of relevant site conditions will be taken. <br />
