KCN PROPOSAL <br />In response to the needs of the Santa Ana City Jail, Keefe Commissary Network (KCN) <br />would like to provide KCN staff to deliver inmate commissary orders to the Santa Ana <br />City Jail. We understand that the city is under pressure and has limited staff. Having <br />KCN deliver the weekly commissary orders directly to the inmates would relieve the city <br />staff of this responsibility. KCN proposes to defer the cost of this additional labor by <br />implementing services that will increase revenue for both KCN and the Santa Ana City <br />Jail. Below is an outline of the suggested services/ideas KCN will add to the current <br />commissary operations. <br />DELIVERY — KCN will handle the delivery of weekly commissary to the individual <br />inmates. We will provide three (3) delivery agents that will distribute orders to inmates <br />one by one. Each order has a packing slip with the inmate's identification and order <br />information. The delivery agent opens the bag and passes the items to the inmate who <br />verifies that the order is complete; if there are any discrepancies the agent will make a <br />notation to process a credit or replacement. The inmate signs and keeps a copy of the <br />packing slip. <br />KCN will keep a small stock of common replacement items on site to use for <br />immediate replacements. This will minimize inmate grievances due to damaged <br />product. <br />KCN staff undergoes a background check and drug test before they are hired. Our <br />staff will adhere to any guidelines that the Santa Ana City Jail requires. <br />DEPOSIT SERVICES — KCN will provide Santa Ana City Jail with Access Secure <br />Deposits. This service enables inmates' friends and family to deposit funds into their <br />inmate trust account. They can log onto our website www.imnatedeposits.com or can call <br />our toll free number to make a deposit. The website is user friendly and our call center is <br />bi-lingual (English / Spanish). <br />• Secure Deposits makes it more convenient for friends and family to deposit funds, <br />enabling them to use their credit/debit card. More convenience translates to <br />greater deposits and greater spending on commissary/phone time. <br />• Current integration with you JMS provider will allow us to send a daily report <br />with web/phone deposits for the accounting staff to input. This will be a minimal <br />workload and replace a portion of the walk-in cash deposits currently handled. <br />
