FAMILY ORDERING WEBSITE- KCN will develop a website for friends and family
to purchase commissary on behalf of the inmates. The site can be designed to reflect the
entire commissary menu or packaged gift packs to simplify ordering. The site can also
contain some different or new items. New items will be approved by Santa Ana City Jail.
• KCN will provide marketing materials to promote the site. Posters in the lobby
and/or flyers in inmates' orders can be used.
• Credit/Debit cards will be accepted. Orders will be delivered by KCN staff with
regular commissary.
• Help increase overall sales and promote goodwill by allowing friends/family to
send gift packs.
SPENDING LIMIT — KCN proposes to raise the weekly spending limit for commissary.
Currently the spending limit is set at $100. Certain inmates are exceeding the limit and
subsequently not receiving the additional items they ordered. Over five percent of
monthly orders are within a few dollars of the spending limit. Raising this limit ($150)
will enable these inmates to spend a little more each week, increasing revenue to both
KCN and Santa Ana City Jail. Quantity limits can remain in place on items to ensure
inmates are not purchasing too many of a certain product.
With these services in place, KCN will be able to provide a full service commissary
solution to Santa Ana City Jail with no added costs or reduction in commission. We are
able to implement these services immediately and begin saving the jail time and labor in
regards to the commissary operations. We are also pursuing a full integration with your
JMS provider which will enable us to offer full automation of deposits and kiosk
technology. We hope to offer these upgrades as soon as the integration is achieved.
Please review the attached letter of understanding in regards to the deposit services and
let me know if you have any questions or concerns with this proposal. We await your
response and are ready to move forward with these services at your earliest convenience.
Sincerely,
Adrian Francoz
Keefe Group
