The BRIDGE Narrative <br />I. About the Program <br />A. Executive Summary <br />1. Which WIA population will the program recruit and serve? The BRIDGE will focus on <br />recruiting the following target population including youth offenders, those at risk of <br />becoming gang involved, gang involved youth, probationary youth, emancipated foster <br />youth, foster care youth, parenting youth,. under employed youth, unemployed youth, <br />disadvantaged youth, those who are basic skills efficient, out-of-school youth, school <br />dropouts; youth who lack a high school diploma or GED, high school dropouts, and <br />homeless youth. <br />2. Indicate how many participants will be served. The BRIDGE will serve 20 out-of- <br />school youth between the ages of 16 to 21. <br />3. Describe how this program fits in with programs currently being offered by your <br />a enc .Currently, The BRIDGE serves a similar population for the County of Orange - <br />Orange County Workforce Investment Area. Youth will be provided with similar services <br />including basic skills and GED tutoring (both individualized and in groups); National <br />Retail Federation Foundation Customer Service Training that leads to Customer Service <br />Certification (Industry and US DOL nationally recognized certification) -The BRIDGE is <br />a NRF Certified Testing site); Information and Speakers that will discuss the new <br />Renewable Energy Sector (discussion of "green jobs" along with required educational <br />and skill requirements); and various workshops, job readiness and employment <br />assistance. <br />4. Indicate which of the 10 WIA elements the program will offer. The BRIDGE will offer <br />the following WIA elements: <br />• Tutoring and Dropout Prevention Strategies <br />• Alternative/Secondary School Services <br />• Unpaid Work Experience; Internships; Job Shadowing <br />• Occupational Skills Training <br />• Leadership Development <br />• Supportive Services <br />• Adult and Peer Mentoring <br />• Follow-up <br />• Comprehensive Guidance and Counseling <br />5. Indicate planned outcomes. <br />• Literacy Numeracy Gains: Those youths who score 8.9 or below those youths, <br />will increase their literacy skills by 2 grade levels before their planned Exit. <br />• Placement in Employment or Education: At least 80% of those youths who are <br />not employed at registration and do move onto post secondary/advance training <br />will be employed at time of Exit and maintain employment/education in the 1st <br />and 3rd quarter. Attainment of Degree or Certificate: Of those youths who do not <br />have a high school diploma or GED at least 60% shall obtain one by 3rd quarter. <br />Page I 1 <br />EXHIBIT A <br />
