<br /> <br />PREFACE <br />The primary purpose of these standards is to address the qualitv of workmanship and materials expected, <br />and to achieve consistency throughout the federally funded residential rehabilitation activities <br />administered by the City of Santa Ana. These standards are not intended to reduce or exclude the <br />requirements of any federal, state or local codes, standards, ordinances and regulations that apply to <br />residential rehabilitation. <br /> <br />WORKMANSHIP <br />· All work shall be performed in a professional and workmanlike manner. <br />· The quality and durability of the work shall meet or exceed the standards established by the <br />construction industry and various trades. <br /> <br />MATERIALS & EQUIPMENT <br />· All materials and equipment shall comply with and be installed in accordance with the <br />manufacturer's requirements and all applicable codes, standards, ordinances and regulations. If <br />a discrepancy occurs between the requirements, the more stringent shall prevail. <br />· Unless otherwise specified, all materials and equipment shall be medium grade. <br />· Economy grade materials and equipment are unacceptable. <br />· All materials and equipment shall be new, in excellent condition, and delivered to the job in the <br />manufacturer's original packaging. <br />· The description of materials and equipment found in this document establish a minimum <br />standard. <br /> <br />ENERGY & WATER CONSERVATION I RECYCLED MATERIALS <br />To the extent possible and practical, standard measures related to energy conservation, energy <br />efficiency, water conservation and the use of recycled materials have been incorporated herein. <br /> <br />LEAD-BASED PAINT <br />All housing built before 1978 must comply with 24 CFR Part 35 Subpart J and HUD's Lead Safe Housing <br />Rule regarding the evaluation and control of lead-based paint hazards. HUD's guidelines are available at <br />http://www . h ud. Qov/officesllead/lb p/h udqu idelines/i ndex. cfm . <br /> <br />The following notification requirements apply to all homes receiving Federal assistance for rehabilitation: <br />· Lead Hazard Information Pamphlet & Disclosure (EPA - "Protect Your Family From Lead In Your <br />Home"). <br />· Notices of Hazard Evaluation & Reduction. <br /> <br />Rehabilitation Projects Receiving < $5,000 (Rehabilitation Hard Cost) <br />· Paint testing of surfaces or presume the presence of lead-based paint. <br />· Must control lead hazards. Some hazards may be abated. <br />· Must use certified or trained workers <br />· Must follow HUD's safe work practices <br />· Must obtain clearance of the project. <br /> <br />Rehabilitation Projects Receiving $5,000 to $25,000 (Rehabilitation Hard Cost) <br />· Must have a risk assessment or presume the presence of lead-based paint. <br />· Must control all lead hazards. Some hazards may be abated. <br />· Must use certified or trained workers <br />· Must follow HUD's safe work practices <br />· Must obtain clearance of the project. <br /> <br />Page 1 of 8 <br />
