(EEC Inc.) was highly rated <br /> based on the detailed scope of services, understanding of the project, qualifications, and experience <br /> with similar projects. Staff recommends that EEC Inc. be retained for this project. They have <br /> extensive experience both as a firm and at the staff level in developing and operating similar <br /> programs with the City and throughout Southern California.
