ramps will be based on the Highway Capacity Manual (HCM) methodology. The LOS for <br />unsignalized intersections will be based on the HCM methodology. <br />Mitigation Measures <br />Mitigation measures will identify project -related traffic impacts based on a comparison of the results <br />of LOS analyses between the applicable scenarios listed above. Project impacts will be based on <br />City's standards and will be identified based on the various project phases and the full build -out <br />scenario. As appropriate, mitigations measures designed to reduce potential circulation impacts to <br />acceptable levels will be identified. <br />Evaluation of potential mitigation measures and an analysis of their effectiveness will be provided. <br />The mitigation measures section will include an assessment of the potential impact on adjacent <br />properties. Schematic drawing illustrating said impacts and the possibility of property takes will be <br />prepared for up to ten locations, where appropriate. If additional schematic drawings are required, <br />additional fees may apply. <br />Any mitigation measure will include a discussion regarding feasibility of the implementation of said <br />measures including potential right-of-way acquisition, parking prohibition/restriction, specific <br />movement restrictions, and cost estimate of said measures. Mitigation measures will be shown on a <br />scale graphical drawing. The City of Santa Ana does not need full-scale drawings, but they need <br />conceptual figures in sufficient detail to relay visual looks to the reader to understand the exact <br />nature of the mitigation measure (i.e., drawn on an aerial photo). <br />Specific Analysis <br />Specific analyses section shall provide appropriate mitigation measures for the following issues: <br />■ General project access assessment <br />■ Geometric configuration/striping <br />■ On Street parking impacts <br />■ Truck access, if applicable <br />■ Neighborhood impacts <br />■ Pedestrian accessibility <br />■ Traffic Signal Warrants analysis (all applicable warrants shall be considered) <br />■ Queuing assessment <br />■ Assessment of on -site circulation regarding turning radius <br />■ Determining number of lanes needed to accommodate ingress/egress <br />■ Location of entry gates and emergency vehicle access points <br />General Issues <br />General issues for implementation throughout the study include: <br />■ The project phases, if any, must be clearly defined and the issue of alternatives, if applicable <br />needs to be taken into consideration. <br />■ The final number of intersections and segments must be determined based on sensitivity <br />analysis. <br />
