City of Santa Ana <br />March 25, 2010 <br />Page 3 <br />Our next step was to determine the impact on all of these components of various program <br />changes, including the options available under Medicare Part D beginning in 2006, the impact <br />of removing the subsidization of the retiree rates over varying time periods, the impact of <br />benefit design changes, and the impact of prefunding the benefit by funding the actual ARC <br />rather than the cash flow needs. We then worked with City staff and the Personnel <br />Committee of the City Council to determine which option makes the most sense for the City. <br />Our experience with GASB 45 includes our active role in providing comments to the Board <br />during their development. And, as always when new regulatory requirements are being <br />formulated, our Research Department provided us with its analysis. We are committed to <br />strict adherence to the schedule and budget for this project.
