REQUEST FOR PROPOSAL <br />SANTA ANA REGIONAL TRANSPORTATION CENTER (SARTC) <br />MASTER PLAN <br />1. INTRODUCTION <br />The City of Santa Ana is soliciting proposals from qualified consulting firms, teams, <br />or consultants, hereafter called "Consultant," with demonstrated experience in <br />transportation planning, multimodal station design, maintenance and operations <br />facility design, transit-oriented development, tenant improvement planning, electrical <br />rail and guideway systems, bus systems, capital cost estimating, operations and <br />maintenance cost estimating, transit ridership projections, traffic operations and <br />engineering, parking analysis, initial environmental impact assessment (CEQA and <br />NEPA), public involvement, and financial planning. <br />11. PROJECT BACKGROUND <br />The SARTC Master Plan will serve as the blueprint for addressing transportation <br />provider and passenger needs at SARTC for the next 30 years and beyond. The <br />goals for the SARTC Master Plan are to: <br />• Provide a transportation facility where people can easily transfer between <br />services <br />• Design a transportation facility that integrates well with the surrounding <br />community <br />• Create an attractive, sustainable transportation facility with low maintenance <br />costs <br />• Efficiently provide parking and support facilities for each service offered at <br />SARTC <br />• Evaluate and integrate transit supporting commercial, retail and/or residential <br />uses as feasible <br />• Ensure that passenger safety and security are adequately addressed <br />• Support and encourage pedestrian and bicycle access <br />The range of transportation services provided at SARTC is envisioned to include: <br />• Metrolink rail <br />4
