City of Santa Ana <br />�d�'►� Proposal for the Bender Ready -Mix Concrete Manufacturing Project <br />CInitial Study and Mitigated Negative Declaration <br />. INTRODUCTION AND UNDERSTANDING OF <br />THE PROJECT <br />1.1 INTRODUCTION <br />RBF Consulting (RBF) has submitted this revised proposal to prepare an Initial Study and Mitigated <br />Negative Declaration to assess potential impacts and identify mitigation measures for the Bender <br />Ready -Mix Concrete Manufacturing Project in Santa Ana. The evaluation and associated work <br />products will be prepared in accordance with the criteria, standards, and provisions of the California <br />Environmental Quality Act (CEQA) of 1970, Section 21000 et. sec. of the State CEQA Guidelines <br />(California Administrative Code Section 15000), the City of Santa Ana Environmental Guidelines, <br />and the regulations requirements and procedures of any other responsible public agency with <br />jurisdiction by law. RBF will throughout the document, and where appropriate, relate the proposed <br />project to the general trends in the City of Santa Ana and the surrounding area. <br />1.2 UNDERSTANDING OF THE PROJECT <br />It is our understanding that the City of Santa Ana is seeking consulting services in order to prepare <br />and process CEQA compliance documentation for the Bender Ready -Mix Concrete Manufacturing <br />Project. It is our understanding that there is currently an on -site concrete manufacturing operation at <br />the 516 South Santa Fe Street site. In 2006, the Applicant was approved for a warehousing <br />' operation and since that time, the concrete manufacturing has been active. The City is requiring a <br />Conditional Use Permit in order to legalize the facility and operation in order to fully comply with <br />CEQA. <br />The proposed work program, as detailed in Section II, Scope of Work, considers the preparation of <br />an Initial Study as the supporting analysis for a Mitigated Negative Declaration. The project kick-off <br />will confirm the project description, references, scheduling and site visit. The Initial Study will be <br />® prepared in accordance with the CEQA Guidelines Sections 15061, 15162, 16167 and 15168. Each <br />topical area will be analyzed and significance of impacts will be concluded. Mitigation measures will <br />be incorporated, as necessary. The work program includes the preparation of detailed technical <br />studies for Air Quality, Noise and Water Quality. <br />RBF will serve as an extension to staff to assure that the entire CEQA process is conducted in a <br />comprehensive manner, which will include consideration of recent CEQA legislation and <br />requirements of review agencies. The RBF project management team, led by Mr. Glenn Lajoie, <br />_ AICP, and Ms. Rita Garcia, will provide regular and consistent communications and updates to the <br />City's project team on the progression of the work program and status of the analysis. The <br />environmental review process will result in the presentation of the environmental/CEQA findings to <br />the City decision makers for the determination of compliance with CEQA. <br />JN 00-000300.10P 1 August 27, 2009 <br />
