Study limits and locations will be confirmed in consultation with City and Caltrans staff. Intersection analyses <br />for both a.m. and p.m. peak hour conditions will be conducted utilizing City traffic impact analysis guidelines <br />and prescribed analysis methodologies. Roadway segments will be analyzed using the City's maximum <br />roadway capacity LOS tables, and the study intersections will be analyzed using the Intersection Capacity <br />Utilization method. <br />URS will develop future baseline (No Project) traffic volumes using the latest approved City traffic model <br />projections. A Future -No -Project and Future -With -Project LOS analysis will be conducted at the study <br />intersections and roadway segments. The traffic analysis also will provide, as necessary, traffic mitigation <br />measures at impacted locations for inclusion in the CEQA and NEPA documents. <br />Initial Site Assessment (ISA) Report — An ISA report will be prepared in accordance with Caltrans' SER, <br />Volume 1, Chapter 10 (Hazardous Waste) to confirm potentially hazardous material and waste impacts and <br />any need for further assessment/remediation. This scope of work does not include any investigation or <br />reporting beyond that required as part of the ISA report. It could be that demolition of the affected <br />structures/buildings require further follow-up investigation (e.g., asbestos, lead -based paint, etc.). If required, <br />URS could perform such follow-up investigations under an amendment to the contract. <br />Relocation Impact Statement — A Relocation Impact Statement (RIS) pursuant to reporting requirements set <br />forth in Caltrans' Right of Way Manual, Chapter 10 (Relocation Assistance), Section 10.02.00.00 (Relocation <br />Impact Documents). In coordination with the City's Right of Way Agent, URS will prepare the RIS to, <br />moreover, identify the number and types of relocations (e.g., residential and commercial); provide an <br />assessment of the availability of replacement property; and describe regulations as it pertains to financial <br />assistance for displacees (e.g., Uniform Relocation Assistance and Real Properties Acquisition Policies Act of <br />1970). The RIS will be signed by the City and Caltrans Right of Way Agents. <br />Other environmental issues that will be addressed in the CEQA and NEPA re-evaluation documents, as <br />applicable, but for which stand-alone technical studies will not be prepared, include biological resources; <br />water quality and floodplains; geology and soils; Environmental Justice/Title VI; and visual resources. <br />Assumptions / Deliverables: <br />➢ Each technical study will cover both Phases 3 and 4. <br />➢ A total of 10 copies each of the draft and final technical studies will be delivered (5 to City, and 5 to <br />Caltrans). <br />➢ Draft technical studies will be reviewed no more than twice each by the City and Caltrans (allowing <br />for one round of revision per comments issued by the City and Caltrans). <br />Task 2 — NEPA Re -Validation and Written Evaluation <br />A NEPA Re -Validation Form will be prepared and supported through preparation of a Written Evaluation <br />will be prepared pursuant to Caltrans' SER, Volume 1, Chapter 33 [Reevaluations) and 23 CFR 771.129 and <br />FHWA Technical Advisory T6640.8A. The Re -Validation Form will be utilized from the template form <br />included on Caltrans' SER. For purposes of the re-evaluation, as with all other studies addressed herein, it is <br />assumed that the proposed project has not changed in scope and no other build alternatives, above and <br />12 <br />
