March 29, 2010 <br />Mr. Kenny Nguyen, P.E. <br />Project Manager <br />City of Santa Ana, Public Works Agency <br />20 Civic Center Plaza — Ross Annex (M-36), Yd Floor <br />Santa Ana, California 92701 <br />RE: Bristol Street Widening, Phases 3 and 4 — Scope of Work Addendum No. 1 (Revision <br />No. 1) <br />Dear Mr. Nguyen: <br />Pursuant to discussions at URS' office on March 26, 2010, provided herein is our Scope of Work <br />Addendum No. 1 regarding preparation of the requisite documentation pursuant to the National <br />Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) and <br />supporting technical studies for the City of Santa Ana's (City) Bristol Street Widening Project, <br />Phases 3 and 4 (Project). More specifically, this Addendum to URS' originally submitted Scope of <br />Work, as included in our proposal, involves preparation of technical studies not otherwise included in <br />that original Scope of Work. The additional studies described below represent those that are <br />anticipated to be required for the Project based on the City's experience coordinating similar work <br />with the California Department of Transportation (Caltrans) for the ongoing Bristol Street/17`h Street <br />intersection improvement project. <br />Task 1. Natural Environment Study (Minimal Impacts) <br />A Natural Environment Study (Minimal Impacts) [NES(MI)] will be prepared pursuant to reporting <br />requirements set forth on Caltrans' Standard Environmental Reference (SER), Volume 3 (Biological <br />Resources). Preparation of the NES(MI) will include a site survey by a qualified biologist, a review <br />of pertinent agency records for presence/absence of special -status plant and animal species, and <br />coordination for review and approval of the report between the City and Caltrans. It is not anticipated <br />that the Project site or its immediate surroundings will include special -status species, and therefore <br />no consultation will be required with the U.S. Fish and Wildlife Service. Further, it is assumed that a <br />Jurisdictional Determination Report and regulatory permits through the U.S. Army Corps of <br />Engineers, Regional Water Quality Control Board, and California Department of Fish and Game will <br />not be required for the Project. <br />Task 2.
