The CIA will assess the Project's potential to impact the character and cohesion of the <br />surrounding community and measures, as warranted, to offset those impacts. <br />Task 3. Preparation of Separate Studies for Each Phase 3 and 4 <br />URS' original Scope of Work assumed that each technical study and CEQA and NEPA document <br />would cover both Project Phases. However, because Phases 3 and 4 of the Project are geographically <br />separated and not dependent on each other to operate as intended, Caltrans may ultimately require <br />preparation of separate technical studies and requisite CEQA (i.e., Addendum) and NEPA (Re - <br />Validation) documentation for each respective Project Phase. Likewise, the City may find it <br />beneficial to prepare separate studies for each Phase of the Project such that an unforeseen delay on <br />one Phase does not also delay processing and approval of the other Phase. URS will, to the extent <br />possible, prepare studies for each Phase in parallel so as to realize efficiencies in effort. This will <br />include, but not necessarily be limited to, conducting background research and fieldwork for each <br />study simultaneously. It is anticipated that the same lead technical staff member from URS would <br />author the same study for both Phases of the Project so as to maintain reporting consistency and to <br />realize efficiencies in effort. <br />Task 4. Preparation of Additional Traffic Analyses for Each Phase 3 and 4 <br />URS has been directed to perform out -of -scope traffic analyses not otherwise included in our <br />originally submitted proposal. This includes performing a traffic signal synchronization analysis for <br />both Phases 3 and 4 using Caltrans' Highway Capacity Manual methodology; this analysis will be <br />included in memorandum report format and appended to each Phase's respective Traffic Impact <br />Analysis. Caltrans has also directed URS to include the Bristol Street/Edinger intersection as part of <br />the Phase 4 Traffic Impact Analysis; URS did not anticipate needing to perform an analysis for this <br />particular intersection as part of it's originally approved scope of work for this project. <br />The total fee proposal, including the tasks described above for Addendum No. 1, is $235,815.00; this <br />represents an increase of $65,530.00 above the originally submitted fee proposal. The detailed fee <br />proposal is enclosed for your reference.
