11. Cultural and Historic Preservation Issues <br />a. Garfield School Joint Use Community Center, <br />The City and the Agency intend to enter into a cooperative agreement with SAUSD to help fund <br />the design and construction of the community center as part of are expansion and reconfigUration <br />of Garfield School. A requirement of Agency funding will be execution of a joint use agreement <br />with SAUSD. The City will seek the services of the non-profit community to conduct <br />r grams s r ;vices in the Community Center. The City agrees to seek input in the uil ing design <br />and programs to be operated at the center from the stakeholders in the community including <br />members of the Collaborative, along with SAUSD and other stakeholders. Specific terms shall <br />be contained in the formal agreements with SAUSD and the non- profit to be selected by the City. <br />b, Fund for Historical Markers. <br />City and Agency agree to jointly fund up to $60,000 in historical markers in tine p u b I i c right of <br />way in the Station District with funded projects to be designed in collaboration with affected <br />neighborhoods. and relevant organizations. <br />c. Prevention of Resident Displacement. <br />The City /Agency agrees that all residents displaced for either public use i.e. par or private <br />development that involves the Agency's purchase of the property will be allocated all legally <br />mandated relocation benefits. Further, all displaced residents will be given first rights to return <br />and rent /purchase any new units in the Station District developed with Agency assistance, to the <br />extent they are determined income eligible to do so. The City /Agency will prepare, at the earliest <br />feasible time, relocation plans for the affected properties in accordance with applicable laws and <br />seek participation froxnn stakeholders in the community including members of the Collaborative <br />and affected residents in the contents of those plats. This is a matter of ful -then• dialog. <br />d. Fund for Residential Improvement. <br />The Agency agrees to fiend a $1 00,000 residential rebate /loan progratln to encourage <br />ho m co hers in the Station D istrict to re- invest in their pro erties. The Ageney w i I I administer <br />the program. Input from the stakeholders in the community including members of the <br />Collaborative will be solicited on the proposed program criteria before commencing cing ith the <br />program. The progr irr will be offered to income eligible residents at or below 120% of AMI <br />with the goal of maximizing funding for property owners at or below % of'AML This is <br />matter of f ether dialog. <br />e. Public Art Component of Affordable Housing Project. <br />Under the DDA, the Developer bas agreed to provide public art in its project equivalent to .5% <br />of the building permit value of the rental component of the project, or in limited circumstances <br />pad' an its -leiu fee to the City or Agency of equal cost. The Developer eloper and the Agency will work <br />with the stakeholders in the community including mernb rs of the Collaborative to identify local <br />artistic resources to undertake the public art. The art shall be placed at various publicly <br />accessible locations in and around the rental component of the project. These requirements will <br />be set forth in the DDA. <br />
