Public Art Policy - fu«'e Public and Agency- Assisted Projects <br />The City and Agency agree that the City will include a public art component in any new public <br />facility, as well as require public. ail in any new private non -rc rdential and rental-residential <br />development that is financially assisted by the Agency. The amounts will be negotiated based oil <br />the scope of the individual projects not to exceed .5% of the building costs. This colli itment <br />will further require the Developer to work with the stakeholders in the community including <br />members of the Collaborative to identify local artistic resources to undertake the public art. General ian Update <br />A General Plan update is an effort regaiding extensive time and money to undertake. In the event <br />grant funds or other sources become available, the City will undertake this effort in the sic e t <br />manner possible as it would benefit the entire community. Implementation of fire Complete Streets Act. <br />The Complete Streets Act is not a set of specific, regulated improvement regUirements in the <br />public right of way. Father, it states that cities shall study and create plans that address mobility <br />and safety for all modes of transportation. The City will be required to do this when it neat <br />updates the Circulation Element. In the planning for the Station District, the City agrees to tape <br />into consideration factors included in the Complete Streets Act such as: 1. sidewalks that are <br />complete and have pedestrian lighting (lower level lighting that the traditional tail post); ii. bicycle lanes <br />in the coniniunity that encourage non -car modes of transportation; iii. LED reflective crosswalks in high <br />transit areas and in walking proximity to Garfield Elementary; ire. slow traffic initiative or lights that <br />reduce the speed along 4th Street, Santa Ana Blvd and Civic Center Dr.. Further, the Affordable <br />Housing Project will be required to repair and/or replace any public sidewalk around the <br />perimeter of their sites and provide adequate onsite lighting and access for residents and visitors. <br />This is a matter of further dialog. <br />. Phase I Community Park, <br />The City and the Agency are planning for a community park of approximately ately 1. 5 acres to be <br />developed with the Affordable Housing Project. City agrees to work with the stakeholders lders iii the <br />community including members of the Collaborative in making g final determination regarding <br />park design and layout.
