Yount GTSI-10-12549 W.0 <br />• The SPA's overall vision of the project <br />• The validation of proposed schedules, tasks, milestones and deliverables as outlined in <br />the draft Project Management Plan <br />• The process for scheduling stakeholder meetings, as needed or required <br />• The pre-scheduling of Bi-Weekly Status Meetings <br />• The process for the collection of all relevant master plans, studies, needs assessments, <br />prior reports, memos, letters, surveys, FCC documents/ licenses, presentation materials <br />and other information as may be required or deemed relevant <br />• The PMP and approval/ acceptance <br />• The GTSI Team will document, publish and maintain the minutes for all project team <br />meetings and make them available as electronic copies to meeting participants. <br />Upon conclusion of the Project Management Plan and for the duration of the project, project <br />status meetings will be conducted on a bi-monthly (twice per month) or on an as needed and <br />agreed upon basis on the calendar days agreed to at the Project Kick-Off meeting. These status <br />meetings will occur with the SPA Primary POC and will include discussion of the project's <br />overall status, the project schedule, any known or anticipated schedule issues, project risks, <br />financial status and action items. Project Status Reports will document these meetings and can be <br />distributed to the SPA's Project Team to ensure they remain informed of the progress of the <br />project. <br />2.2 Communications Interoperability Strategic Plan Development <br />The development of a five (S) year Communications Interoperability Strategic Plan (Strategic <br />Plan) will consist of several different Tasks, as outlined below, and would include high-level <br />solutions/recommendations and a phased approach to implementation which would include near, <br />mid and long term goals and objectives. The GTSI Team will conduct several different forms of <br />outreach, to include meetings, personal interviews and electronic data gathering (surveys) with <br />key people within the respective Urban/ Operational Areas within the SPA, in order to determine <br />and establish the operational requirements and needs for the SPA and inform the Urban/ <br />Operational Area representatives of the details of the project. As part of the Strategic Plan <br />development we will gather and analyze documentation such as current plans, MOU's, Mutual <br />Aid Agreements and SOP's to help understand and establish key relationships as they relate to <br />the SPA and we will also examine the requirements laid out in the National Response <br />Framework, CalSC1P, NECP and the NFPA in order to ensure compliance. The SPA Strategic <br />Plan will specifically support the CaISCIP. We suggest that the SPA Primary POC identified in <br />the Project Management Plan actively support this activity so that project communication with <br />the Urban/ Operational Areas can be recognized as coming from the SPA. The outreach effort <br />will provide a basis on which to develop recommendations and options to be approved by the <br />SPA and incorporated into the Strategic Plan. <br />Strategic Plan <br />In coordination with the SPA, the GTSI Team will develop a Strategic Plan, which will serve as <br />a roadmap for a logical, phased approach for: <br />-2- <br />GTSI Coetdential and Proprietary.
