Yours, GTSI-10-12549 Y1.0 <br />interoperability communications, attending CaISIEC and State level meetings and assisting <br />subcommittees and Working Groups. The CaISIEC Liaison would be responsible for maintaining <br />and tracking the status of the SPA's compliance with the SPA Strategic Plan. <br />Narrow-Banding <br />The GTSI Team will establish the requirement for compliance of the SPA Urban/ Operational <br />Areas with the FCC mandated narrow-banding requirements for all frequencies under 700 MHz, <br />develop the current status of narrow-banding for all agencies affected by the FCC mandate and <br />incorporate recommendations for compliance with the mandate into the Strategic Plan. The GTSI <br />Team will incorporate that relevant information concerning narrow-banding, to include the <br />process for tracking and validation and confirmation of Urban/ Operational Area narrow-banding <br />status, which was developed during the. current contract, into the Plan. These recommendations <br />will be reflected as the goals and objectives for narrow-banding in the Strategic Plan. <br />Multiyear Training and Exercise Plan <br />The GTSI Team will develop a Multiyear Training Plan, for inclusion in the Strategic Plan, <br />which will provide for accomplishment of a standardized communications interoperability first <br />responder training curriculum and courses of instruction based on NIMS/ ICS protocols and <br />procedures. The Multiyear Training and Exercise Plan will be a companion document to the <br />Strategic Plan. <br />SPA Communications Interoperability Training Requirements <br />The GTSI Team will define the communications interoperability training requirements for each <br />operational and urban area, consolidate those requirements and develop the standardized training <br />requirements for the SPA, <br />Standardized SPA Curriculum Design Document with Focus on Communications <br />Lrteroperability Certification <br />The GTSI Team will develop for the SPA a NIMS/ ICS compliant standardized core curriculum <br />for initiating/ implementing communications interoperability for Law enforcement, Fire EMS <br />and Non-Public Safety field users and communications center/ dispatch personnel which will <br />enable them to understand and implement interoperable communications when required <br />Standardized Communications Interoperability User Courses <br />The GTSI Team will develop NIMS/ ICS compliant standardized communications <br />interoperability user courses for field and communications/ dispatch center users in the following <br />areas: Law Enforcement, Fire/EMS, Non-public safety agencies such as Public Works, <br />2.3 Governance <br />The GTSI Team will develop recommendations for the implementation of a SPA governance <br />structure, along with best practice recommendations for processes and procedures for discussion/ <br />decision among the SPA leadership. This initiative will support and be in compliance with the <br />California Statewide Communications Interoperability Plan (CaISCIP), the National Emergency <br />Communications Plan (NECP), Federal Communications Commission (FCC) Directives and <br />-4- <br />GTSI Confidential and Proprietary.
