gtsL. <br />One Mission, Youm <br />Santa Ana Police Department <br />Interoperability Commnnnieadons Consulting, Phase II <br />GTSI-10-12549 W.0 <br />The GTSI Team will analyze the SPA's needs and identify training goals, The SPA will need a <br />standardized training course that is generally accepted across the SPA and meets the <br />requirements defined by the Urban / Operational Areas within the SPA. The training goals <br />should equip the learner's with the knowledge and skills necessary to meet the SPA and <br />individual organization's needs. The goals should also identify who should attend the training <br />and a time frame to conduct (lie training. The training will be submitted for approval to the <br />Department of Homeland Security (DHS) because federal grant funds are being used to fund the <br />project. The course will also be submitted to a state sponsor, e.g. P.O.S.T., for approval. <br />Once the course is developed it will be presented to training oversight agencies, such as Peace <br />Officers Standards and Training or various Fire Chief's Associations, to be included as part of <br />academy curriculum for newly hired public safety personnel. This would reduce the need for <br />additional training once the selected learner's were taught the initial course. The training course <br />could also serve as a state and national model for interoperable communications training once the <br />curriculum was established, approved and certified by DHS. Based on information gathered <br />during the requirements definition process, the GTSI Team will be prepared to provide an <br />additional two user courses in addition to those identified below. The following deliverables <br />would be completed for communications interoperability user courses for field and a <br />communications/ dispatch center users: <br />• Law Enforcement - The GTSI Team will develop for the SPA a SEMS/NIMS/ ICS <br />compliant standardized course for initiating/ implementing communications <br />interoperability for Law enforcement Public Safety dispatch and field users which will <br />enable them to understand and implement interoperable communications when required. <br />The curriculum will provide basic knowledge and practical skills in mutual aid <br />communications, intra and inter agency, between conventional and trunked systems; and <br />conventional mutual aid communications from outside the operational area and SPA. <br />Additionally mutual aid communication curriculum will utilize existing mutual aid <br />agreements and applicable communication standard operating procedures and standards, <br />to create a baseline of core communication capabilities. WHS will approach this task by <br />developing a logical set of standard interoperable communications training topics and <br />knowledge, skills and abilities necessary to effectively use and or provide interoperable <br />communications capabilities. At the core of this process are the questions of what <br />standard operation procedures, skills and knowledge are present and what standard <br />operation procedures, skills and knowledge are needed or desired. WHS will ensure that <br />National best practices are incorporated into each course. <br />• Fire/EMS - The GTSI Team will develop for the SPA a SEMS/NIMS/ ICS and NFP <br />1221 compliant standardized course for initiating/ implementing communications <br />interoperability for Fire and/or EMS dispatch and field users which will enable them to <br />understand and implement interoperable communications when required. The curriculum <br />will provide basic knowledge and practical skills in mutual aid communications, intra and <br />inter agency, between conventional and trunked systems; and conventional mutual aid <br />communications from outside the operational area and SPA. Additionally mutual aid <br />communication curriculum will utilize existing mutual aid agreements and applicable <br />communication standard operating procedures and standards, to create a baseline of core <br />-11- <br />GTSI Confidential and Proprietary.
