Regional collaboration across workforce partners further <br />ensures the plan delivers coordinated and impactful workforce solutions that benefit <br />businesses, workers, and the broader community. <br /> <br />Development of the PY 2025-2028 Regional Plan <br /> <br />The development of the PY 2025-2028 Regional Plan was guided by a commitment to <br />data-driven decision-making, regional collaboration, and broad stakeholder engagement. <br />Representatives from the Anaheim, Santa Ana, and Orange County Workforce <br />Development Boards worked collaboratively to analyze labor market trends, assess <br />economic conditions, and identify strategic priorities for workforce development. This <br />process drew upon robust regional planning efforts and resources, including the Strong <br />Workforce Program Regional Plan, the Orange County Jobs First Regional Plan, and <br />comprehensive economic studies conducted by the Orange County Center of Excellence <br />(COE). These reports provided critical insights into emerging industries, skill gaps, and <br />workforce needs that informed the plan’s direction. <br /> <br />In addition to leveraging these regional studies, input was gathered from diverse <br />stakeholders, including employers, educators, community-based organizations, and <br />economic development leaders. Their perspectives ensured the plan addressed Orange <br />County's unique challenges and opportunities while reflecting a shared commitment to <br />creating a resilient and inclusive workforce system. By combining localized insights with <br />findings from regional initiatives, the PY 2025-2028 Regional Plan presents a <br />comprehensive strategy that aligns workforce development efforts with the region’s <br />economic priorities and future growth opportunities. <br /> <br />Regional Vision for Workforce Development <br /> <br />The Orange RPU’s vision for workforce development centers on building a system that is <br />equitable, inclusive, and responsive to the region’s evolving economic landscape. The <br />PY 2025-2028 Regional Plan emphasizes the importance of preparing workers to adapt <br />to emerging technologies and shifting economic conditions. Expanding access to <br />workforce resources for underserved populations, including youth, veterans, individuals <br />with disabilities, and communities of color, is a key component of this vision. <br /> <br />Equally important is the collaboration with employers to align workforce development <br />initiatives with industry needs and ensure the creation of high-quality jobs that provide <br />pathways to economic mobility.
