89 <br />Those incidents breakdown as follows: <br />-eight were with a firearm; <br />-21 were with a knife or cutting instruments; <br />-38 were with other dangerous weapons; and <br />-40 were with personal weapons. <br />What are the housing and supportive service needs of these populations and <br />how are these needs determined? <br />Supportive services required for special needs populations include case management, <br />medical or psychological counseling and supervision, childcare, transportation, and job <br />training provided for the purpose of facilitating a person’s stability and independence. To <br />determine the level of need and types of services needed by special needs populations, the <br />City conducted a survey, consulted with local service providers, and reviewed ACS data. <br />In housing, accessibility modifications to accommodate persons with mobility disabilities <br />may include, but are not limited to, wider doorways, no-step thresholds, installation of <br />ramps, grab bars, lowered countertops, and accessible hardware. The needs of residents <br />with sensory disabilities are different from those with mobility disabilities. Individuals with <br />hearing disabilities require visual adaptations for such items as the telephone ringer, the <br />doorbell and smoke alarms. Residents who are blind may require tactile marking of <br />changes in floor level and stair edges and braille markings on appliances and controls. <br />People with low vision may require large print markings and displays, contrasting colors <br />to distinguish changes in level or transition from one area to another, proper lighting, and <br />reduced glare from lighting and windows. <br />For persons with special needs, the high cost of living in Orange County makes it difficult <br />to maintain a stable residence. Often these segments of the population rely on support <br />services from various Orange County nonprofit organizations to avoid becoming homeless <br />or institutionalized. <br />Discuss the size and characteristics of the population with HIV/AIDS and their <br />families within the Eligible Metropolitan Statistical Area. <br />According to the CDC, at the end of 2022, 1.2 million people in the United States had HIV, <br />and 35,716 people had been newly diagnosed in 2021 and increased to 37,601 new <br />diagnoses in 2022 (cdc.gov, accessed January 2025). In Orange County CDC data show, the <br />number of persons living with HIV has increased from 6,855 in 2018 to 7,325 in 2022. Of <br />those diagnosed with HIV, 69 percent were in receipt of medical care and 64 percent had <br />reached viral suppression. Viral load is an indicator of health and adherence to medication. <br />A high viral load is indicative of illness. Viral load suppression (less than 200 copies/ml) is <br />suggestive of improved health. <br />EXHIBIT 1
