88 <br />pandemic disrupted the method of survey delivery, which has disrupted the data series. <br />The most recent data set for the 2021-2022 period is only available at the state level. <br />Since the pandemic, rates of substance use disorder, mental illness, serious mental illness, <br />and receipt of mental health treatment have increased among Californians ages 18-25 and <br />26 and over. The younger age group (18-25) shows a higher prevalence of these issues <br />compared to the older group (26+). Any mental illness and serious mental illness do not <br />include developmental, or substance use disorders. Survey results from 2021-2022 show <br />the following. <br />18-to 25-year-olds <br />-34.35 percent had any mental illness <br />-12.08 percent had serious mental illness <br />-21.56 percent received mental health treatment in the past year <br />-27.24 percent had substance use disorder <br />26-year-olds and over <br />-20.31 percent had any mental illness <br />-4.66 percent had serious mental illness in the past year <br />-17.08 percent received mental health treatment in the past year <br />-16.58 percent had substance use disorder <br />HIV/AIDS <br />Human Immunodeficiency Virus (HIV) weakens the immune system by destroying <br />important cells that fight disease and infection. Acquired Immune Deficiency Syndrome <br />(AIDS) is the final stage of HIV. The Center for Disease Control’s (CDC) Atlas Plus program <br />reported 257 new HIV diagnoses during 2022 in Orange County <br />(https://www.cdc.gov/nchhstp/atlas/index.htm, accessed January 2025). New HIV diagnoses <br />were most concentrated among people aged 25-34. For persons living with HIV/AIDS, <br />access to affordable housing, supportive services, and quality health care is important to <br />maintaining their health and well-being. <br />Victims of Domestic Violence <br />Domestic violence, assault, and stalking are not always reported. According to the 2022 <br />National Crime Victimization Survey, only 53 percent of all domestic violence events and <br />21 percent of rapes/ sexual assaults were reported to the police. Domestic violence <br />includes, but is not limited to, felony or misdemeanor crimes of violence committed by a <br />current or former spouse of the victim or by a person who is cohabitating with or has <br />cohabited with the victim. In 2022, a total of 1,127 calls related to domestic violence were <br />made from Santa Ana (openjustice.doj.ca.gov, accessed November 2024). Of those 107 <br />incidents involved a weapon. <br />EXHIBIT 1
