91 <br />percent of men, will have PTSD at some point in their lives. “Women are more likely to <br />develop PTSD than men in part due to the types of traumatic events that women are more <br />likely to experience – such as sexual assault—compared to men.” <br />Challenges these special needs populations and subpopulations face include low-income <br />and high housing cost. This segment of the population also struggles for a decent quality <br />of life that includes access to necessities, adequate food, clothing, and medical care. <br />Novel Coronavirus (COVID-19) <br />COVID-19 caused a global pandemic. Its widespread impact on the United State began in <br />March 2020. In the ensuing years, lives changed dramatically, from the impact of measures <br />to prevent the spread of the disease – including stay-in-place orders, social distancing, <br />mask wearing and vaccination – to death. The Coronavirus Aid, Relief and Economic <br />Security (CARES) Act allocated funds to respond to the public health emergency through <br />HUD. The City of Santa Ana was awarded $6,894,836 CDBG-CV and $13,325,845 ESG-CV <br />funds to assist low- and moderate-income individuals and families impacted by COVID-19. <br />The national and global public health emergency status was lifted in May 2023; however, <br />the virus is still present and active around the world. <br />NA-50 Non-Housing Community Development Needs <br />Describe the jurisdiction’s need for Public Facilities. <br />Santa Ana continues to invest in new public facilities and the maintenance and <br />improvement of existing facilities. Facilities constructed during the 1070s and 1980s require <br />rehabilitation to meet evolving community needs, modernization of amenities, and <br />compliance with the American with Disabilities Act. <br />CDBG public facility projects that meet CDBG eligibility requirements, align with a Strategic <br />Plan goal, and address a CDBG National Objective will be considered for funding in the five <br />Annual Action Plans. The Strategic Plan includes a goal to improve public facilities. <br />Facilities may require improvement during the next five years include, but are not limited <br />to, parks and recreational and parking facilities and childcare, youth and community <br />centers. <br />How were these needs determined? <br />The need for public facility improvements was determined through community meetings, <br />the Community Needs Survey, stakeholder meetings, the Stakeholder Survey, and review <br />of the City’s Capital Improvement Plan. <br />EXHIBIT 1
