92 <br />Figure 5 – Accessibility and Condition of Public Facilities and Infrastructure <br />Source: Community Needs Survey <br />Describe the jurisdiction’s need for Public Improvements. <br />Santa Ana works to improve and construct public infrastructure to meet the needs of <br />residents. The Capital Improvement Program includes projects in the areas of street, traffic, <br />utility, drainage and lighting improvements. Eligible projects will be considered for CDBG <br />funding. <br />How were these needs determined? <br />The need for public infrastructure improvements was determined through community <br />meetings, the Community Needs Survey, stakeholder meetings, the Stakeholder survey, <br />and review of the City’s Capital Improvement Plan. <br />Describe the jurisdiction’s need for Public Services. <br />Residents and stakeholders in Santa Ana appreciate the availability and quality of public <br />services and express the view that continued support for services is needed. Approximately <br />66 percent of households in Santa Ana have income at or below 80 percent AMI. The <br />provision of services at reduced or no cost expands choices available to residents with low- <br />and moderate-incomes. <br />Pursuant to CDBG regulations, only 15 percent of the City’s annual grant allocation and any <br />prior year program income may fund public service-type activities. The City proposes to <br />focus funds on households with lower incomes to establish, improve, and expand access <br />to existing public services, such as services for families with children, youth, workforce <br />development, mental health, and neighborhood clean-ups. <br />EXHIBIT 1
