127 <br />MA-60 Broadband Needs <br />Describe the need for broadband wiring and connections for households, <br />including low- and moderate-income households and neighborhoods. <br />All residences and small businesses in Santa Ana have access to fixed and mobile <br />broadband. Internet Service Providers (ISP) self-report to the Federal Communications <br />Commission on broadband availability throughout the county. Fixed broadband goes to <br />homes and small businesses using fiber, cable, DSL, satellite, and fixed wireless <br />technology. Mobile broadband is stationary coverage outdoors and mobile in-vehicle <br />coverage. The FCC National Broadband data shows, as of June 2023, fixed internet access <br />is available at six different download/ upload speeds ranging from 0.2/0.2 megabits per <br />second (Mbps) to 1,000/100 Mbps and mobile access is available at 4G 5/1 Mbps, 5G-NR <br />7/1and 35/3 Mbps. <br />The FCC’s Affordable Connective Plan, offered financial assistance to help households with <br />low-income afford access to the internet has been discontinued. This program was <br />available to new applicants from 2021 through February 2024. As of December 2023 35,509, <br />Sant a Ana households subscribed to this program. The state offers the California LifeLine <br />program that provides discounted home and cell phone services to eligible households. A <br />discounted phone line may defray household costs, reducing the impact of the cost of an <br />internet service provider. A high level of need for affordable broadband is indicated. <br />By far most residents who responded to the community needs survey has access to reliable <br />home internet as shown in the graph below. <br />Figure 14 – Community Need For Internet Reliability <br />Source: Community Needs Survey <br />Describe the need for increased competition by having more than one <br />broadband Internet service provider serve the jurisdiction. <br />According to the FCC there are four active fixed internet providers in Santa Ana. Charter <br />Communications, Hughes Network Systems, LLC, Viasat, Inc., and Space Exploration <br />Technologies Corp. that reach at least 80 percent of residences. There are four active <br />mobile internet providers. The main mobile internet providers are Verizon <br />Communications, Inc., T-Mobile USA, Inc., and AT&T Inc. <br />EXHIBIT 1
