128 <br />MA-65 Hazard Mitigation <br />Describe the jurisdiction’s increased natural hazard risks associated with climate <br />change. <br />The Cit of Santa Ana prepared a Hazard Mitigation Plan in 2022. That process found the <br />City faces six main hazards that are considered a likely occurrence. Those hazards are <br />earthquake, flood, climate change, drought, extreme heat, and epidemic/Pandemic/Vector- <br />Borne Diseases. <br />Describe the vulnerability of housing occupied by low- and moderate-income <br />households to these risks. <br />Low- and moderate-income residents and special needs populations are especially <br />vulnerable to the risks of climate-related hazards. The residences of low- and moderate- <br />income households are more often in worse condition and thus are more susceptible to <br />external weather conditions such as extreme heat. Likewise, elderly residents are at a <br />greater risk during extreme weather events such as extreme heat events. Over 40percent <br />of resident who responded to the community needs survey identified as extremely or <br />somewhat prepared for a disaster, the remaining population feels unprepared to some <br />degree. <br />Figure 15 – Community Need For Disaster Preparedness <br />Source: Community Needs Survey <br />EXHIBIT 1
