132 <br />SP-10 Geographic Priorities <br />Describe the basis for allocating investments geographically within the <br />jurisdiction (or within the EMSA for HOPWA) <br />Investment in infrastructure improvements and public facilities will be focused primarily in <br />areas with a concentration of at least 51 percent low- and moderate-income population. <br />Investment in public facilities and services for special needs populations and primarily low- <br />and moderate-income persons will be made throughout the City prioritizing those areas <br />with a higher percentage of disabled residents. Housing assistance (including homebuyer <br />and rehabilitation assistance) will be available to income-qualified households citywide. <br />The City utilizes HUD regulations for verification of income in accordance with Title 24 Code <br />of Federal Regulations Part 5. Required income documentation may include tax records, <br />income statements, benefit statements, and verification of assets.
