Analysis of Housing Problems (Table <br />8) shows this affects 17,065 households with <br />income at or below 80 percent AMI. Of those <br />households, 81 percent rent their homes. The <br />second most common housing problem is housing <br />cost burden greater than 30 percent of income, <br />which impacts 40 percent of households earning at <br />most 80 percent AMI. Those affected include 12,825 <br />renter and 8,150 owner households. <br />Extremely low- and low-income households with <br />one or more housing problem are presumed to be <br />unstably housed, putting them at risk of falling into <br />homelessness. There are 33,345 households in <br />Santa Ana earning up to 50 percent AMI, <br />representing 42 percent of all households. Within <br />this income range individuals and families with <br />children are highly sensitive to adverse events. <br />The greatest concentrations of unstably housed <br />households are among renter households with <br />housing cost burden at or above 50 percent of their <br />gross household income. Among renters <br />experiencing severe housing cost burden small- <br />related households are most impacted, followed by <br />households that are large related, elderly, and <br />“other.” Among owners experiencing severe <br />housing cost burden small-related households are <br />most impacted followed by elderly, large related, <br />and “other.” Households in this income range living <br />in crowded conditions are also unstably housed. <br />EXHIBIT 1
