Additionally, Americans with <br />Disabilities Act (ADA) improvements are necessary <br />in certain facilities as the City continues to <br />modernize public facilities constructed more than 40 <br />years ago. Housing over 30 years of age can be <br />presumed to need some form of major <br />rehabilitation, such as roof replacement, foundation <br />work and plumbing systems. Housing over 20 years <br />of age will generally exhibit deficiencies in terms of <br />paint, weatherization, heating/air-conditioning <br />systems, hot water heaters and finish plumbing <br />fixtures. Housing values in Santa Ana have <br />increased significantly over a relatively short period <br />of time.
