About 15 <br />percent of owner- and renter-occupied housing in <br />Santa Ana was built 30 to 40 years ago between <br />1980 and 1999. There are 24,850 households with at <br />least one member over the age of 62 and 16,790 of <br />whom have household incomes at or below 80 <br />percent AMI, according to 2016-2020 CHAS data. <br />There are approximately 12,148 people aged 18 to <br />64 with disabilities, according to 2016-2020, ACS 5- <br />Year estimates. These households may be <br />presumed to have fixed incomes. It is reasonable to <br />anticipate a significant number of housing units in <br />need of repair and a significant number of <br />households will need financial assistance to <br />complete those repairs. <br />Relative Basis <br />Preservation of the physical and functional integrity <br />of existing housing units occupied by low- and <br />moderate-income households is a cost-effective <br />way to invest limited resources to retain existing <br />housing units that are already affordable to low- and <br />moderate-income households in the community. <br />Expanding the stock of affordable housing by <br />supporting the construction of affordable units, <br />homebuyer and rental assistance programs are also <br />effective ways to make housing more affordable to <br />households.
