138 <br />Geographies <br />Affected Citywide <br />Associated <br />Goals <br />-Public service programs <br />-Planning, administration, and fair housing <br />Description <br />Households with low- and moderate-incomes, living <br />below the poverty line, and experiencing or at-risk <br />of falling into homelessness are most in need of <br />public services to defray the cost of living and <br />ameliorate the impacts of poverty. CHAS 2016-2020 <br />data shows 66 percent of households in Santa Ana <br />have incomes at or below 80 percent AMI (see Table <br />1). ACS data for the same period shows 13 percent <br />of the population of Santa Ana is living below the <br />federal poverty level (FPL), accounting for 43,975 <br />residents. This <br />approach fulfills several needs in the community, <br />including addressing employment opportunities, <br />supporting business to expand and update aged <br />and dilapidated commercial buildings, offering a <br />wide range of products and services to residents <br />and in creating the sales tax base. <br />EXHIBIT 1
