139 <br />Relative Basis <br />Consistent with the results of the Needs <br />Assessment and Market Analysis sections of this <br />plan, including the results of the Community Needs <br />and Stakeholder surveys, the provision of a wide <br />range of economic development activities meeting <br />a national objective is a priority needs of the City. <br />In establishing five-year priorities for assistance, the City has taken several concerns into <br />consideration: <br />-Those categories of extremely low, low- and moderate-income households most in <br />need of housing and community development assistance; <br />-Which activities will best meet the needs of those identified households; and <br />-The extent of federal and other resources available to address these needs. <br />Priority needs were determined on the basis of analytical research and the input received <br />through outreach and consultation; four of the six priority needs are identified as high. <br />The City will implement projects in each five-year Action Plan that address the Priority <br />Needs. Pursuant to CDBG regulations, projects must meet one of three national objectives <br />set forth by HUD: (1) Benefit low- and moderate-income households, (2) Aid in the <br />elimination/ prevention of slum and blight, or (3) Meet an urgent need (catastrophic events). <br />Pursuant to HOME regulations, HOME funds are specifically focused on affordable housing <br />activities and may be used to develop and support affordable rental housing and <br />homeownership opportunities for households earning up to 80 percent of the AMI citywide. <br />EXHIBIT 1
