7 <br />Evaluation of past performance <br />The investment of HUD resources during the 2019-2023 Program Years had widespread <br />impact in Santa Ana. During Program Year 2019, the global coronavirus pandemic struck <br />and in 2020, Congress passed the Coronavirus Aid, Relief, and Economic Security Act <br />(CARES). The City received $6,894,836 CDBG-CV and $13,325,845 ESG-CV funds to prevent, <br />prepare for, and respond to the virus in the community. The World Health Organization, <br />based on evidence, has ended pandemic status and the national public health emergency <br />has ended. <br />Together with other federal, state, and local investments, HUD resources allowed the City <br />of Santa Ana and its partners to provide assistance to low and moderate-income individuals <br />and households through community. The City continues to effectively implement its <br />activities and align projects and programs with the City’s overall strategies and goals. A <br />full review of past performance is available in the Consolidated Annual Performance and <br />Evaluation Reports (CAPERs) that can be accessed through the City’s website at <br />https://www.santa-ana.org/?post_type=document&p=96924&preview=true. In summary, <br />as of June 30, 2024, the City provided <br />-Public services to 73,556 individuals <br />-Code enforcement to 22,996 housing units <br />-Economic development grants to 12 start up businesses <br />-Homelessness prevention services to 855 individuals; <br />-Emergency shelter to 387 individuals <br />Summary of citizen participation process and consultation process <br />The Consolidated Plan regulations at 24 CFR Part 91 provide the citizen participation and <br />consultation requirements for the development of the Consolidated Plan. Chief among <br />those requirements is the need to consult with the Continuum of Care (CoC) to address <br />homelessness, Public Housing Authorities (PHA), business leaders, civic leaders, and public <br />or private agencies that address housing, health, social service, victim services, <br />employment, or education needs of low-income individuals and families, homeless <br />individuals and families, youth and/or other persons with special needs. Information <br />supplied by these community stakeholders, together with the data supplied by HUD <br />resulted in a well-informed planning document that reflects the housing and community <br />development needs and priorities for the City of Santa Ana over the next five years. <br />In accordance with the City's Citizen Participation Plan (CPP), residents and stakeholders <br />were able to participate in the development of the 2025-2029 Consolidated Plan through <br />surveys, community meetings, and public hearings. Efforts were made to encourage <br />participation by low- and moderate-income persons, particularly those living in areas <br />where HUD funds are proposed to be used, and by residents of predominantly low- and <br />moderate-income neighborhoods.
