9 <br />The Process <br />PR-05 Lead & Responsible Agencies <br />Describe agency/entity responsible for preparing the Consolidated Plan and <br />those responsible for administration of each grant program and funding source. <br />The following are the agencies/entities responsible for preparing the Consolidated Plan and <br />those responsible for administration of each grant program and funding source. <br /> <br />Agency Role Name Department/Agency <br />CDBG Administrator Santa Ana Community Development Agency <br />HOME Administrator Santa Ana Community Development Agency <br />ESG Administrator Santa Ana Community Development Agency <br />Table 2 – Responsible Agencies <br /> <br />Narrative <br />The Community Development Agency of the City of Santa Ana is the lead agency <br />responsible for the administration of the CDBG, HOME, and ESG programs, and projects. <br />Policy and funding approvals are decided by the City Council, which consists of the Mayor, <br />who is elected at-large and five City Council Members from each of four council districts <br />and one at large. Decisions regarding implementation of activities within the Consolidated <br />Plan are based on staff recommendations and input from the residents. <br />The City contracted with MDG Associates, Inc. to prepare the 2025‐2029 Consolidated Plan. <br />In the development of this Consolidated Plan, the City and MDG Associates, Inc. <br />implemented a comprehensive citizen participation and consultation process and <br />conducted a needs assessment and market analysis to identify levels of relative need <br />regarding affordable housing, homelessness, special needs, and community development. <br />This information was gathered through consultation with stakeholders and community <br />meetings, review of demographic and economic data, and housing market analysis. <br />In the implementation of the 2025‐2029 Consolidated Plan and each of the five Annual <br />Action Plans, Community Development Agency staff shall be responsible for all grants <br />planning, management, and monitoring duties necessary to comply with HUD regulations <br />and City policy. <br />Consolidated Plan Public Contact Information <br />David Flores, Housing Programs Manager <br />City of Santa Ana, Community Development Agency <br />dflores@santa-ana.org <br />714-647-6561 <br /> <br />EXHIBIT 1
