75 <br />Describe the number and type of single-person households in need of housing <br />assistance. <br />The precise number of single-person households that are elderly or low-income and in <br />need of housing assistance is not available. According to the 5-Year ACS Estimate there <br />were 10,496 single-person households in 2020, approximately six percent of which were <br />over 65 years of age. Typically, it is presumed that a household needs housing assistance <br />if they experience one or more housing problem and have incomes of at most 80 percent <br />AMI. Table 10 provides data on the types of households impacted by housing cost <br />burden. “Other” households are defined as nonfamily and nonelderly, which is inclusive <br />of single persons. Elderly households include elderly families with two or more persons <br />age 62 or older, as well as elderly nonfamilies with one or two individuals aged 62 or <br />older. CHAS 2016-2020 estimates find 4,983 elderly and 3,735 “other” households in this <br />income range spend more than 30 percent of their income on housing costs. The <br />majority, 56 percent, of single-person households are renters. <br />Estimate the number and type of families in need of housing assistance who are <br />disabled or victims of domestic violence, dating violence, sexual assault, and <br />stalking. <br />Domestic and dating violence, assault, and stalking are not always reported. According to <br />the 2022 National Crime Victimization Survey, only 53 percent of all domestic violence <br />events and 21 percent of rapes/sexual assaults were reported to the Police. The State of <br />California Department of Justice maintains statistics on domestic violence calls to local law <br />enforcement statewide by jurisdiction (openjustice.doj.ca.gov). In 2022, 1,127 calls related <br />to domestic violence were made from Santa Ana. Of these incidents: <br />-107 involved a weapon <br />-Eight involved a firearm <br />-21 involved a knife or cutting instruments <br />-38 involved other dangerous weapons <br />-40 involved personal weapons (i.e., feet or hands) <br />There were at least 1,127 times during 2022 when a household needed some type of <br />domestic violence services. In households where physical violence occurred, it is possible <br />that at least one member of the household needed to relocate to escape recurring violence. <br />These households may include children. Victims of domestic violence suffer in many ways <br />including economically, which impacts access to safe and affordable permanent housing. <br />There is a need for emergency shelter and affordable permanent housing. <br />What are the most common housing problems? <br />The most common housing problem in the City is overcrowding and severe overcrowding. <br />Analysis of Housing Problems (Table 8) shows this affects 17,065 households with income <br />at or below 80 percent AMI. Of those households, 81 percent rent their homes. The second <br />EXHIBIT 1
