orange County Conservation Corps <br />Santa Ana Workforce Investment Board - The Youth Service Provider Network <br />Request for Proposal <br />PY 2010/2011 <br />Staff and register with an online program (Skill Tutor) which allows students to self tutor and <br />improve math and reading skill levels. <br />WIA Corpsmembers will meet daily with certificated teachers for a total of ten hours per week of <br />in-class instruction and tutoring to deliver academic assistance to raise the skill level of basic <br />skills deficient youth. The Orange County Conservation Corps' John Muir Charter School <br />delivers its academic instruction knowing that most WIA corpsmembers' basic academic skills <br />are below the 81h grade. In addition to classroom instruction, other assistance provided may be: <br />field based, on-line, individual, small/large group, crew-based, using demonstrations, lectures, <br />packets, guest speakers, and individual research. <br />4. Will the participant receive a certificate of completion or accomplishment for <br />participation? Will the certificate count for WIA credential attainment rate? <br />The Orange County Conservation Corps WIA Corpsmembers may receive several certificates of <br />completion or accomplishment for participation as follows: <br />• California high school diploma; <br />• AmeriCorps Education Award (scholarship); <br />• Forklift, Chainsaw, Red Cross CPR/First Aid Certifications; <br />• Corpsmember Bonus Plan awards include a certificate plus a cash bonus. <br />A high school diploma is a state-recognized certificate that can count in the WIA credential rate. <br />A CPR/First Aide or Forklift certification can count as a credential if participant chooses to use <br />this credential as a condition to employment elsewhere. Both certifications come in the form of <br />a state-recognized license which can count in WIA credential rate. Other certificates come <br />internally from the OCCC and are not necessarily state recognized. <br />5. How will continuous improvement be measured and conducted? <br />The Orange County Conservation Corps is committed to continuous improvement and will utilize <br />the following strategies and activities: <br />• WIA Corpsmember satisfaction surveys; <br />• WIA Corpsmember community meetings monthly that involve all staff and <br />corpsmembers; <br />• Work sponsor survey evaluation when a work project is completed <br />• Weekly or semi-monthly internal monitoring meetings for program <br />compliance/performance; <br />• Two (2) staff development days for full staff that relate to program evaluation, mission, <br />planning, etc; <br />• Multiple program/grant site reviews and audits for program/grant compliance; <br />• Annual corps certification review; <br />• Annual independent financial audit; <br />• Annual program evaluations by corpsmembers, staff, and Board members; <br />• An annual Board of Directors planning day; <br />• An annual Executive Director workplan that is monitored by the Board; <br />• A three-year OCCC Strategic Plan; <br />page 13 of 23 <br />EXHIBIT A
