<br />Preparedness Grants Manual <br />Reporting Period Report Due Date <br />July 1 – Sept. 30 Oct. 30 <br />5.4.Biannual Strategy Implementation Report <br />Applicable to the HSGP, THSGP, NSGP, and EMPG Program only. <br />In addition to the financial and performance progress reports, recipients are responsible for <br />completing and submitting the Biannual Strategy Implementation Report (BSIR) through the FEMA <br />GO system. For all HSGP, THSGP, NSGP, and EMPG Program awards made prior to FY 2024, the <br />BSIR was completed in the Grants Reporting Tool. <br />The BSIR is due within 30 days after the end of the reporting period: July 30 for the reporting period <br />of January 1 through June 30 (summer BSIR report); and January 30 for the reporting period of July 1 <br />through December 31 (winter BSIR report). All required attributes of each project must be included. <br />Updated obligations, expenditures, and significant developments must be provided within the BSIR <br />to show the progress of implementation for every project as well as how expenditures support <br />Planning, Organization, Equipment, Training, and Exercises. The first BSIR for a given fiscal year <br />award will be due by January 30, or 30 days after the end of the first reporting period of the award. <br />Subsequent BSIR reports will require recipients to report on a project-by-project basis. <br />Recipients also are responsible for completing and submitting a closeout BSIR. When an award’s <br />POP or the liquidation period ends in the middle of a reporting period, a traditional or “regular” BSIR <br />must be submitted with full accounting of actual project information/expenditures before a Closeout <br />BSIR can be created and submitted. Once FEMA approves the last “regular” BSIR, the Closeout BSIR <br />can be created and submitted. Please contact your respective FEMA Preparedness Officer for <br />questions regarding the BSIR. <br />5.5.Closeout Reporting Requirements <br />Within 120 days after the end of the POP for the prime award or after an amendment has been <br />issued to close out an award before the original POP ends, whichever occurs first, recipients must <br />liquidate all financial obligations and submit the following documentation in FEMA GO: <br />1. The final request for payment, if applicable; <br />2. The final FFR; <br />3. The final PPR; <br />4. A qualitative narrative summary of the impact of those accomplishments throughout the <br />entire POP submitted to the respective FEMA Preparedness Officer; and <br />5. Other documents required by program guidance, NOFOs, applicable program-specific <br />chapters of this manual, terms and conditions of the award, or other FEMA guidance. <br />In addition, any recipient that issues subawards to any subrecipient is responsible for closing out <br />those subawards as described in 2 C.F.R. § 200.344; subrecipients are still required to submit <br />closeout materials within 90 days of the subaward POP end date. When a subrecipient completes all <br />closeout requirements, pass-through entities must promptly complete all closeout actions for <br />subawards in time for the recipient to submit all necessary documentation and information to FEMA <br />during the closeout of their prime award. <br />33
