<br />Preparedness Grants Manual <br />After awards are announced, prospective recipients will re-scope the draft Operations Order and <br />resubmit it as a final Operations Order with an embedded budget based on actual dollar amounts <br />awarded. The appropriate Sector Headquarters will approve final Operations Orders and forward <br />those orders to Headquarters, Office of Border Patrol, Washington, D.C., before funding is released. <br />Recipients may not begin operations, obligate, or expend any funds until FEMA and USBP <br />Headquarters have approved the final Operations Order and the embedded budget and removed any <br />existing special conditions and/or restrictions. <br />8.11.5. OPERATIONAL ROLES AND RESPONSIBILITIES <br />To achieve unity of effort, it is essential that each participant know the roles and responsibilities <br />within the IPT. The USBP sector’s Chief Patrol Agent, or his/her designee, will: <br />. <br />. <br />Coordinate and chair the area IPT’s meetings; <br />Coordinate with all interested and eligible SLTT agencies in the sector’s area of operation during <br />the open period of the OPSG application process by: <br />o Assisting applicants in completing the operations planning portion of the application, which is <br />like the Operations Order used by the USBP; <br />o <br />o <br />Forwarding the approved operation portion of the application to CBP/USBP Headquarters as <br />well as to the SAA to complete the application process set by FEMA; and <br />Detailing what operational support the USBP Sector anticipates for specific periods and <br />matching the capabilities of partners to fill those gaps. <br />.Following the announcement of grant awards, coordinate and chair a meeting with SLTT <br />agencies that received OPSG awards to develop an individualized campaign plan. This includes: <br />o Working with SLTT agencies along with other federal law enforcement agencies to determine <br />the dates, focus, and needs of each operational period thus ensuring that each operation <br />has a nexus to border security; <br />o Receiving the first periodic operations order from the SLTT agencies and ensuring that the <br />operation is conducted as outlined in the Campaign Planning section; <br />o <br />o <br />Monitoring and supporting the Operational Cycle throughout the performance period; <br />Ensuring the DAR and the AAR are submitted by SLTT agencies in the proper format and <br />within the established timeframes; <br />o <br />o <br />Providing instruction, when possible, to SLTT agencies regarding techniques, methods, and <br />trends used by transnational criminal organizations in the area; <br />Providing a single point of contact to participants as a subject-matter expert in OPSG that can <br />coordinate, collect, and report operational activities within the established reporting <br />procedures; <br />o Providing verification that operations are conducted; <br />76
