<br />Preparedness Grants Manual <br />o <br />o <br />o <br />Documenting and conducting random, on-site operational verification of OPSG patrols by <br />subrecipients and friendly forces; <br />Verifying that subrecipients are performing OPSG enforcement duties in accordance with the <br />applicable grant, statute, and regulatory guidance and instructions; and <br />Ensuring that grant funds are appropriately expended to meet sector border enforcement <br />operational requirements and assist in enhancing subrecipient/friendly force capabilities to <br />provide for enhanced enforcement presence, operational integration, and intelligence <br />sharing in border communities. <br />The SLTT agency lead, or their designee, will: <br />.Coordinate with the SAA on all grant management matters including but not limited to the <br />development and review of operations orders, expenditure of funds, allowable costs, reporting <br />requirements; <br />. <br />. <br />. <br />Upon receiving a grant award, coordinate and meet as a member of the IPT to develop an <br />individualized campaign plan that covers the length of the grant performance period; <br />Work within the IPT to develop an initial Operational Cycle and determine the duration of the first <br />operational period based on the tactical needs specific to the area; <br />Submit all operations orders for review and submit the operations order to the Border Patrol and <br />ensure the operation meets the six criteria established in the Operational Execution Section (see <br />Section 8.11.1 “Concept of Operations and Campaign Planning”): <br />o <br />o <br />Conduct operations as needed throughout the length of the grant performance period; <br />Integrate law enforcement partners from contiguous counties and towns into their tactical <br />operations to expand the layer of security beyond existing areas; <br />o <br />o <br />Ensure all required reports, including reports from friendly forces, are submitted to the <br />Border Patrol and the SAA, when applicable, in the proper format and within established <br />timeframes; <br />Ensure applicable OPSG-derived data is shared with the designated fusion center in the state <br />or high-risk urban areas; <br />o Ensure applicable intelligence is shared with the designated fusion center in the state and/or <br />high-risk urban areas; <br />o Request instruction and information from the SAA, when applicable, and/or USBP and other <br />federal law enforcement agencies regarding techniques, methods, and trends used by <br />transnational criminal organizations in the area; <br />. <br />. <br />Provide the SAA and USBP a single point of contact that maintains subject-matter expertise in <br />OPSG who can coordinate, collect, and report operational activities within the established <br />reporting procedures; and <br />Assist as required with the coordination, management, and operational aspects of the grant. <br />77
